Former Five Points Outlying Field Project

In a densely populated residential area in the Dallas metropolitan area, the U.S Army Corps of Engineers (USACE) was faced with the task of informing residents that it had found ordnance (remains of bombing activities during World War II) in the soil directly adjacent to each home in what had been the Former Five Points Outlying Field bombing range. This was now a residential area and residents were upset that their properties would have to let the Corps dig as much as 6 feet into their yards to remove the contaminants.

In order to remove the contaminants, USACE needed signed rights of entry forms.
S&C Advertising & Public Relations helped USACE accomplish this difficult task by:

  • Teaching a customized Media Training & Coaching course to the USACE presenters.
  • Assisting in creating a clear PowerPoint presentation
  • Providing support to an open house to the public
  • Facilitating and coordinating a public meeting
  • Providing media relations (media interview coordination, invitations, radio talk show)
  • Creating a full color fact sheet that explained the project benefits in terms of the public

Results: Positive and balanced media coverage, a larger than expected right of entry return, which met the Corps’ timeline and reduction in negative calls regarding this project.
